Hi, still here.

Well this is an odd one. A title with compatible status with the House of Lords would not encompass foreign administered territory - Siberia clearly isn't British or one of the our dependents. Further, people enobled for charity work (and in this case, services to media) would receive a knighthood (so Sir Lebedev) at best. Awards of higher status are given primarily for political support if not actually inherited. In fact, Lebedev would not be eligible to sit in the House of Lords even if he did receive a title unless he is a British citizen.

I'll await some confirmation here in Britain but for now, I would treat this as a stunt. Titles are available for purchase without any real limit on what they encompass, but these are not considered Peers of the Realm (I should know, I have such a title).

I mean, if I befriend someone from MI6 or  perhaps better CIA here in Moscow (I dont like Bonds movies), would I still be regarded as a "loyal citizen" of this country? Smile Why do I need NOT to disclose myself as a foreign agent under the new law?

I seriously doubt an MI6 or CIA agent would tell you what he did for a living (or at least, be honest about it). As I see it, and not being an expert in law never mind that of the Russian Federation, the law is merely there to offset suspicion of foreign control by establishing formal oversight voluntarily. Clearly that sometimes backfires because as I read, I see Russian security acting on suspicion anyway - but isn't the issue how much contact the Russians want with foreign organisations?
