That's a tricky question Suren because the politics of Islam often skewers the definition in terms of the Omayyads and the Caliphate centered on Damascus. However, if we constrict the definition to both the history and geography of the Arabian peninsula as revealed by archaeology then there were Arab kingdoms long before Islam, for example the Nabateans and the Sabans.

There are two good introductory texts:

Robert Hoyland. Arabia and the Arabs: From the Bronze Age to the Coming of Islam (London, New York: Routledge, 2001).

Jean-Francois Breton. Arabia Felix [English translation: South Bend, University of Notre Dame Press, 2000].

I think Semitic and their civilizations are under the umbrella of Arabian Civilization, but then it will sound nationalistic these days.

Arabian as related to the Semitic branch of Arabs who first developed a civilization are the Qahtanis of southern Arabia as per Wikipedia they were dominant in Yemen from 2300 BCE.

First Kingdoms Sabaean kingdom 8th Century BCE.
