So, I understand that there were five military districts, meant for the navy? What then were the purpose of the guard districts, and did the Guard Districts report to the Naval Districts or not?
 
What were the main dockyards, and where were the fleets stationed while not on duty (not speaking of only the WWII here, but the entire Meiji-to-Showa times Empire)?
 
EDIT: Is the parallel that's drawn in Wiki between the Combined Fleet and the Hochseeflotte correct?

The perception that the Japanese derived their discipline and organization from the Germans and German military and naval theory is unsustainable, since the documents clearly show Britain as the favored "model" during the crucial Meiji decades. Further, this aberration is essentially a product of speculations premised upon the diplomacy of Japan consequent to 1931 as both the United States and Britain reassessed the 1922 Naval accords.

My understanding is that the IJN "Combined Fleet" referenced the naval high command and had nothing to do with operational units or deployment.
 
The Highseas Fleet of the K.M. was the fleet that put to sea in 1916 - it's ships and personnel.
