 In many cases it seems not so. Especially inefficient international organisations (many branches of the UN)seemingly based on inefficient principles, lately seen in COP15. But still in some respects something that seems a bit like "global community" exist, especially regarding exchange of goods, finances and other. Perhaps some balance is needed: less global community in the economic sphere more in others. Economic cooperation should perhjaps be used as an "asset for negotiation" also when the realy desired is cooperation in other fields. It is easy to imagine limitations on international transports if, say, environmental or other goals are desired.
