Man of Kent is someone born EAST of the river Medway, anyone born WEST of the river Medway is a Kentish Man.

Prior to 1965 Bexley or Bromley were in Kent.

So someone born in Cornwal, or anywhere else not east of the medway is west of the Medway and is therefore a Kentish man.

Or, more generally, everyone is both a Kentish Man and a Man of Kent. since you can travel east or west fr as long as you like.

Well, say you were born in Ramsgate. Is that x miles east of the Medway or 20,000 or so miles west of the Medway?

Actually the missing criterion is that to be either you have to be born in the county of Kent in the first place.
