These are my suggestions
1. Having a section for non-english history or non-english speakers.
2. Allowing flame wars in a free minded section with less restrictions.
3. Sending email to old AE/WH members and asking them to come back and contribute here.
4. Joining other history forum and have links to other fellow history forums to attracts more members who can get along here.

The best way to get more members is to advertise in a non-spammy way and offer something other places wont give.

I think the Forum can go up is to try all new members with attention. Try to answer their doubts specially
when they are begginners and make them feel hot and confortable. Avoid the mafias and the omerta.

Maybe the appearance of the forum can progress someway... this is very important too. In my modest way of think, the grades in this forum are a little sosos. Medals can be concede to member who deserve then. By a articles competition by example. I have some experience in that kind of things and can give a disinterested help to staff.
To put subforums in spanish, french, or other languages is a good idea that I can seen in other forum not so internationals. And really is a Western-centric forumn as less for the nationality of people that  open theards normaly. I was in an british forum some time ago and was really hard the communication.
Maybe was my horrific english...

To sign up to forum listing can be interesting too.

And since I made membership of the forum, there has been lots of people that have join without say a worldGeek . I don't know why.

The other day there were 76 members looking at post, but only one registered. It means that the forum has potential to grow a lot. Also I consider that some sections ahve not easy access to members cause is no  conveniently shown.

The forum that reamin are the ones knows how to preserve the goods players. If the dark side is the one that rule (I am not refering to staff), in few time goes down.

Forum have too some rivals as face book and others that are winning by now the new people. I think face-book is not a good forum at all.

The staff work is reallydefinitive in a forum.

I enjoy small forums as it is easier to get to know how the other members think and feel requiring less time spent on clarification.

You can conjugate more than one characteristic. It is only question to look over all the points. To say a forum is  big or too big, depend of many things.  My desire is to change to better. But I am a just arrive.

And I don't want to be loud in any point. But is near to imposible to gather persons in a forum, (good I mean) that if it go this way, I wouldn't say know cause forum needs fresh blood or will die.

In other words, if is a nice forum it will grow without any problem... other thing are if the medas can bring here people just interested in superficial things... is not my experience.

yes new blood is essential as mods often get burnt out and members drift away.

This is a forum, not a perfect world. There si also other way, to make a test to all new members. 
A forum is to talk too, but if you don't talk is imposible to make you talk once in. ¿Parameters?... maybe the same problem has been resolve in other forums. 
I am not good for moderator cause I am not hard, but maybe many people is good for this. It depend of hus pacient +plus for the forum.
If is there is new ideas and mouvement I think it is time to be more perfect... if not the forum will be out of this world in X time.

I am new cause I don't know the problems forohave. I'll get inside because
is international. Then I feel at home somehow. In an english forum I would need trhee weeks to say something and wait for the "Omerta",

Sorry if I speak too much.
