A "viking" was a pirate or somesuch, not a people (you mean Scandinavians). But yes, they were different. The Sami did not mine or process iron; they acquired it through trade.

In the iron age Samis where mostly nomadic. Most of them where hunter gatherers but it also seems that some of them where in the process of taming reindeer and creating the reindeer herding lifestyle that often is associated with Sami culture. Many experts though want to place the transition later, in the medieval era or later in the 16th and 17th centuries when the the contacts with the Nordic kingdoms where intensified and created new demands. The reindeer herding economy and organisation of today is an even later development with its roots in the late 19th and early 20th centuries and the Sami interactions with the state (at least in Sweden).
 
Most other Scandinavians in the later Iron age where farmers and lived in permanent settlements. Very few where vikings, ie pirates, or sailors that went away on trade missons, plunder or war expeditions.

That question is somewhat contested among researchers, but it seems that some sami (or presami) nomadic groups can have known how to extract and melt iron already in the roman iron age or even earlier.

They are an entirely different people. The Sami speak a  langauge distantly related to Finnish and part of the Uralic group. The Vikings were people of Scandanavian background who spoke Various dialects of Prot Norse which is closely related to Modern Danish/Norwegian/Swedish.
