what may the likely political/"mental" effects if Europe goes toward prolonged economic "down"  for the coming years, perhaps most of the decade?

My entirely subjective impression is perhaps a bit lower confidence in politicians - especially governments, a little less interest in "theoretical" questions, less "extreme" views(less nationalism or other "isms"), perhaps more interest in "welfare" values, a bit less focus on "ethnic" (including the immigrant questions) or cultural "controverses" (especially were such questions has been very debated for a long time). But I can be completely wrong of course.

I don't think that's going there's going to be a prolonged downturn in Europe. Maybe in Britain, and certainly on current form in the US, but not in the major EU countries. The key to all this is employment policy, plus welfare nets and health insurance, which are all pretty well in hand in most of Europe.

On the other hand, oddly enough, I think your second paragraph is probably right.
